You need better answers from your employees, but the problem starts with better questions. Most employee survey questions are borrowed from templates, recycled from last year, or pulled from a blog post. The result is a survey that feels generic, produces ambiguous data, and leaves your HR team and managers with scores they cannot translate into action.

At Meraki Research, we design employee surveys from the ground up, building instruments that are tailored to your organisation's language, culture, and strategic priorities. Our survey design process produces questions that are clear, statistically sound, and directly connected to the decisions you need to make. We design surveys that workers actually want to complete and that produce data your leaders can actually use.

We have designed employee survey instruments for organizations across healthcare, technology, manufacturing, retail, financial services, and the public sector. Whether you are building a new program or overhauling an existing one, our research-grade approach ensures every question earns its place.

Our Approach: The Question Architecture Method

We call our design methodology the Question Architecture Method because great survey design is structural. Each question must serve a clear analytical purpose, connect to a measurable outcome, and work within the larger framework of the instrument. Our process runs in four phases.

Phase 1: Strategic Briefing

Every survey starts with a conversation, not a question bank. We meet with your HR team, senior leaders, and key stakeholders to understand the research objectives. What decisions will this survey inform? What has not worked about past instruments? What are the burning questions that keep your leadership team up at night?

We also review your existing surveys, if any, to identify what to keep, what to cut, and what is missing. Many organizations have been running the same instrument for years without questioning whether the questions still match the company's current reality.

Phase 2: Framework Development

Based on the strategic briefing, we develop a measurement framework that organizes the survey into clear dimensions. A typical framework might include:

  • Mission and purpose alignment
  • Manager effectiveness
  • Recognition and appreciation
  • Growth and development
  • Workplace conditions and resources
  • Team dynamics and collaboration
  • Engagement and commitment
  • Wellbeing and workload

Each dimension includes a mix of validated scale items, custom items tailored to your organisation, and at least one open-ended prompt. We also build in demographic and segmentation items that allow you to cut data by department, location, tenure, job level, and other relevant dimensions.

Phase 3: Question Writing and Testing

This is where craft matters. We write every question to be:

  • Clear and unambiguous. No double-barreled items. No jargon. No leading language.
  • Behaviorally anchored. We ask about observable experiences rather than abstract feelings wherever possible.
  • Analytically useful. Each item is designed to contribute to driver analysis, trend tracking, or segmented reporting.
  • Culturally appropriate. We adapt language, reading level, and examples to your workforce composition, including multilingual translation when needed.

We pilot-test the instrument with a small group of employees to check for clarity, length, and flow before full deployment.

Phase 4: Instrument Finalization and Technical Setup

We finalize the survey instrument, build it in your chosen platform, and configure logic, routing, and anonymity settings. We also develop a fielding guide that covers timing, communications, reminder schedules, and participation tracking.

For organizations using an existing survey platform, we deliver the instrument in a format ready for import. For those who need hosting support, we provide secure third-party fielding.

A national company in the professional services sector came to us after realizing their annual employee survey had grown to 97 items over a decade of additions. Completion rates had dropped below 50 percent, and the data produced was overwhelming but unactionable. We redesigned the instrument to 48 items, organised around a clear framework with validated driver questions and two targeted open-ended prompts. Completion rates jumped to 81 percent in the first fielding, and the company's Human Resources team reported that the results were the most actionable they had ever received.

When Employee Survey Design Is the Right Fit

This service is for organizations that want to get the instrument right before investing in fielding, analysis, and action planning. It fits when:

  • You are launching a new survey program. Starting with a well-designed instrument sets the foundation for everything that follows. A flawed survey produces flawed data, and no amount of analysis can fix that.
  • Your existing survey is not producing useful data. If managers cannot act on the results, if workers complain the survey does not reflect their reality, or if response rates are declining, the instrument itself may be the problem.
  • You need to align your survey to a new strategy. Mergers, restructuring, new leadership, or a shift in strategic priorities all warrant a fresh look at what you are measuring.
  • You want research-grade rigor. If your organisation plans to use survey data for executive decision-making, board reporting, or benchmarking, the instrument needs to meet a higher standard than a template can provide.

When This Is Not the Right Fit

If you need a quick, informal pulse check and do not plan to perform driver analysis or segmented reporting, a simple off-the-shelf survey template will serve you fine. Our design service is an investment in precision. It pays off when the data needs to support real decisions.

For organizations that need full program support beyond design, including fielding, analysis, and action planning, see our Employee Engagement Survey Programs.

What We Deliver

  • Custom Survey Instrument. A finalized, research-grade questionnaire with validated scales, custom items, open-ended prompts, and demographic segmentation questions, delivered in your preferred format.
  • Measurement Framework Document. A clear map of every dimension, the questions that measure it, the analytical purpose of each item, and how dimensions connect to your strategic priorities.
  • Question Rationale Guide. A companion document explaining why each question is included, what it measures, and how it will be analysed. This is invaluable for Human Resources teams and leaders who want to understand the logic behind the design.
  • Fielding Guide. A practical playbook covering survey timing, communications templates, reminder schedules, anonymity protocols, and participation tracking recommendations.
  • Platform-Ready File. The instrument formatted for import into your survey platform (Qualtrics, SurveyMonkey, Culture Amp, or custom).
  • Pilot Test Summary. Results and recommendations from the pre-launch pilot, including any revisions made based on employee feedback.

Industry Applications

Healthcare

Healthcare employee surveys must account for clinical versus non-clinical roles, shift schedules, multilingual workforces, and the emotional intensity of patient-facing work. We design instruments that capture these distinctions without making the survey unwieldy.

Technology

Tech organizations expect speed and analytical sophistication. We design lean instruments that integrate with people analytics platforms and deliver the granularity that data-driven leaders expect.

Manufacturing and Logistics

Reaching plant-floor and warehouse workers requires mobile-first design, simplified language, and multilingual support. We design surveys that are accessible to every employee, not just those with a desk and a laptop.

Financial Services

Regulatory culture and hierarchical structures can make employee surveys feel risky to respondents. We design instruments and anonymity protocols that build trust and elicit honest responses.

Retail and Hospitality

Short attention spans and high turnover demand concise, mobile-friendly instruments. We design retail and hospitality surveys that are completable in under 10 minutes while still delivering actionable data across key dimensions.

Government and Education

Public sector and education organizations often face constraints around survey frequency, union considerations, and stakeholder approval. We design instruments that navigate these realities while still producing rigorous data.

Frequently asked questions

For an annual census survey, we typically recommend 40 to 55 items. This provides enough depth for driver analysis and segmented reporting without causing fatigue. Pulse surveys should be 8 to 15 items. The right number depends on your organisation's size, the number of dimensions you need to measure, and the analytical sophistication of your reporting plan.

Every question must pass three tests: Does it connect to a strategic priority or decision? Can it be analysed meaningfully (driver modelling, segmentation, trending)? Will employees understand it clearly and answer it honestly? If a question fails any of these tests, it does not make the cut. We also reference established frameworks, including elements of Gallup's Q12 and other validated models, while customizing for your organisation's specific context.

Absolutely. Many of our clients have existing instruments that contain strong questions alongside outdated, redundant, or poorly constructed ones. We audit your current survey, identify what to retain, revise, or remove, and build a redesigned instrument that integrates the best of what you have with new items that fill the gaps.

Your Human Resources team is a critical partner throughout. They provide organizational context, validate that the survey reflects current priorities, and serve as the primary champions of the program internally. We structure the design process to include HR at every decision point while maintaining the independence that comes from an external research perspective.

We design instruments in a primary language and then manage professional translation and cultural adaptation for additional languages. This is more than word-for-word translation. We ensure that questions carry the same meaning and emotional tone across languages and cultures. We pilot-test translated versions with native speakers before deployment.
